Title of report:     Review of the future of Harvard Road

Purpose of report:      To inform the Cabinet of the outcome of

the review of Harvard Road to enable a decision to be made about the future of the home   

 

RECOMMENDATIONS        

                               

 

The Cabinet is recommended to:

 

1. note the outcome of the review of Harvard Road and the comments and representations made during the consultation over the future of the home;

 

2. note the comparatively high unit costs of operating Harvard Road compared to the cost of purchasing similar care from the independent sector along with the costs of maintenance in the event that the home stays open for a further ten years;

 

3. note the results of the market analysis of nursing and residential accommodation in the Sussex Downs and Weald Primary Care Trust area along with the County Council's relatively low market share of places in independent sector homes;

 

4. note the outcome of the feasibility study which indicates the potential of the Harvard Road site for development to provide new residential services for older people;

 

5. agree to the Director of  Social Services exploring means of attracting capital funding and contractual arrangements with partners for the redevelopment of care services on the Harvard Road site; and

 

6.    agree, until the Director of Social Services reports on the outcome of 5 above, to Harvard Road remaining open to provide respite care and the 'Living at Home' programme and to continue the embargo on admitting long stay residents.
